[Halld-offline] updated build manager

Hello everyone,

I have updated my Hall-D software build manager:
1. Supports checkouts and updates from Git repositories, as well as SVN.
2. Supports building all essential packages and also clhep and amptools. See webpage below for the full list of packages.
3. Added a shell script that will download the 64-bit Linux binary of Julia and put the executable in your path.
4. Added a script that nicely displays the current build settings.

I have updated the documentation; There is a download link on the webpage.
