[Halld-offline] updated build manager

Hi all,

Just wanted to mention that Mark helped me add my build manager to the GitHub under the Jefferson Lab organization. Thanks Mark!
The documentation/scripts/templates can be conveniently browsed at GitHub; add “.git” to the end of the URL if you want to clone the repo (with "git clone URL").
