[Halld-offline] HDBuildManager-0.1.0 tagged release

Hi all,
Let me try this again. I forgot to mention a couple things:
1. I removed the documentation webpage from the work disk. The same updated information is contained in the README at the GitHub.
2. Packages which are not obtained from SVN or Git repos will now be downloaded with wget or curl; if wget is not found, then it will try curl.
Here are the options again with a couple minor corrections/clarification.
Option for getting the tagged release
1. https://github.com/JeffersonLab/HDBuildManager/archive/v0.1.0.tar.gz <https://github.com/JeffersonLab/HDBuildManager/archive/v0.1.0.tar.gz> or the same URL replacing “tar.gz" with “zip"
2. git clone https://github.com/JeffersonLab/HDBuildManager <https://github.com/JeffersonLab/HDBuildManager>
    cd HDBuildManager
    git checkout -b b0.1.0 v0.1.0
The second option will create and switch to a new local branch named “b0.1.0” based on tag v0.1.0. This option is useful because you have the whole repository locally available. This means you can easily switch back and forth between “master” (think “trunk”) and a branch you create based on some tag or any other branches.
