[Halld-offline] a top-level build manager for hall D software

Hi all,

I have put together some scripts for managing top-level builds of the hall D offline software and online monitoring plugins. They currently support checking out, building, and updating the various packages in the halld/jlab SVN repos. The main use cases are maintaining development builds, and quickly making test builds (e.g. with previous SVN revisions), which can be useful for debugging. See the following webpage for details and a link to download a test release; please let me know if anything is unclear. Any sort of feedback is welcome.
