[Halld-offline] new release: sim-recon 1.11.0

Folks,

I just put up a new release of sim-recon, version 1.10. This is built 
against JANA 0.7.5p1 and has updated monitoring plug-ins that use 
plugin-specific root locks. Find the release notes below and at

After changes to locking in offline monitoring plugins, uses JANA 0.7.5p1.
