[Halld-offline] RCDB evio files count

Hi!

There are several new fields in RCDB. 2 of which where requested by several of us and may be useful for others:

evio_files_count  # The number of evio files written by CODA Event Recorder
evio_last_file    # Filename of the last evio file written by CODA ER

Origin of the data is event recorder stats from CODA run_log.
