[Halld-offline] new git repository: hd_utilities

Folks,

I've created a new repository on GitHub, with write access for GlueX 
team members, called hd_utilities. My idea is that we use this for 
version control and distribution of miscellaneous small projects of 
general use to the Collaboration. My thinking is that we should avoid 
having a separate repository for every three-file project that we invent.

I would not put things here if you think your project is complicated 
enough that you are going to have formal tagged releases;  your project 
will be mixed with too many other dissimilar things in this repository.

The repository is at https://github.com/jeffersonlab/hd_utilities .

The only thing in there now is the Latex file for making the run 
tracking sheets we have been using recently in the counting room (25 
runs per sheet, minimal info per run). It is literally a three-file project.
