[Halld-offline] bug fix release: sim-recon-1.11.1

I made a new sim-recon release that is the same as 1.11.0, release over 
a week ago, except for Simon's change that fixes possible 
track-non-reconstruction in random threads. This is now the "default" 
version at JLab. See the release notes at 
https://github.com/JeffersonLab/sim-recon/releases/tag/1.11.1 .
