[Halld-offline] hdpm 0.4.0

hdpm 0.4.0 is now available.

The main new feature is initial support for HDGeant4.

The new hdpm is available on the JLab CUE at
/group/halld/Software/hdpm/0.4.0

You can simply update your PATH to use the new version at JLab.
