[Halld-offline] New HDDS release: version 3.5

Folks,

I've tagged and built (at JLab) a new release of HDDS, version 3.5. This 
version does not have the plastic test target at the downstream end of 
the start counter. The recommended version file is version_1.15.xml.

One note on the JLab build. The latest sim-recon release, version 1.9.0, 
has already been built against the previous version of HDDS (3.4). It 
has now been built again, this time against the new version (3.5), but 
with a modified directory name: sim-recon-1.0.0^hdds35 to distinguish 
the two. This means that to get the newer sim-recon, you need to use a 
version xml file that reflects this modification to the directory name. 
The file is version_1.15_jlab.xml. The "gluex_env_jlab" scripts have 
been modified to pick up this distinction.
