[Halld-offline] New CDC dE/dx Cut

Hey guys, Justin found a bug in my CDC dE/dx custom action: It was accidentally cutting some fast protons.  A fixed version (with very loose cuts) can be found at:

If you’re cutting on the CDC dE/dx in JANA, please make sure to use the updated code.  Thanks.
