[Halld-offline] New release, sim-recon 2.0.0

Folks,

Tagged this so that we have a definite release to play with in the C++11

  * First release after C++11 features are allowed. Requires at least
    GCC 4.8.
  * Differences from 1.12.0

  * At JLab, only built on jlabl3 (RHEL7 with GCC 4.8.5) and ifarm
    (CentOS6, GCC 4.9.2).
  * Requires at least JANA 0.7.5p2.
  * Version used in version_1.19.xml
