[Halld-offline] Fixed TAGH cabling error and updated translation table

2 TAGH counters were incorrectly cabled on 3/13/2015 (before run 2642).
1. TAGH-T-3 (DISC) was connected to counter 5.
2. TAGH-T-5 (DISC) was connected to counter 3.
Today I went to the tagger hall and connected the cables to the correct counters.
The ccdb translation table has been updated to account for the incorrect cabling for runs 10000 to 11680.
