[Halld-offline] nightly builds, some OSs dropped

Folks,

We are no longer doing nightly builds on jlabl1 (RHEL6, i686), jlabl3 
(RHEL6, x86_64), and ifarm1401 (CentOS6, GCC 4.4.7). The recent changes 
to sim-recon will not succeed without compiler upgrades to those nodes, 
which are not available now or in the near future as far as I know.
