[Halld-offline] outward facing mysql server to be re-synched tomorrow

Folks,

Some of you have noticed that the RCDB on the server responding to 
outside-the-lab requests is not replicated correctly. Marty is going to 
refresh the entire server tomorrow, early in the morning. See his 
message below.

 From Marty:

I think tomorrow morning, around 5:00 am will be the best time for me to 
re-sync hallddb-ext to the internal hallddb server. I’ll plan to take 
down the external slave, copy over the new copy of the entire set of DBs 
on it, and restart it and re-establish replication. I’d expect this to 
take an hour or so, overall. So, it should defnitaly be back online 
before 8:00, but probably before 6:00.
