[Halld-offline] versions and builds that track recon-ver03

Folks,

I have tried something new as an experiment. I built the same versions 
of hdds and sim-recon being used for the reconstruction launch, version 
3, in the standard JLab build location. This is in addition to the build 
on the work disk being maintained by Alex A.

The version XML file used for this is in the directory

   /group/halld/www/halldweb/html/dist

with all of the other version files. It is 
version_recon_2016_02_ver03_jlab.xml. There is also a non-JLab-specific 
version of the file in the same directory, 
version_recon_2016_02_ver03_generic.xml.

At JLab, to set-up your environment to use this build,

   source /group/halld/Software/build_scripts/gluex_env_jlab.csh \
/group/halld/www/halldweb/html/dist/version_recon_2016_02_ver03_jlab.xml

As usual there is also a bash compatible script, change .csh -> .sh in 
the file name.

Also I tagged these same versions of hdds and sim-recon using the usual 
version scheme, hdds 3.8 and sim-recon 2.8.0 respectively, as we have 
done in the past. I'm not sure this redundancy is good, but it is what 
we have been doing.
