[Halld-offline] versions and builds that track recon-ver03

I forgot to include one of the files explicitly in my last message. The 
JLab-specific version of the file,

   version_recon_2016_02_ver03_jlab.xml,

looks like:

This works in that this file was used directly to drive the builds of 
the ver03 sim-recon and hdds.
