[Halld-offline] funny ordering of planes in the TOF

Dear Beni and all,

I am in the process of porting the hits code from hdgeant to hdgeant4, and
I noticed that there is a funny ordering of the plane numbers in the TOF,
with plane=0 being the downstream one closest to the FCAL and plane=1 being
the upstream one. This means that particles see plane 1 before they see
plane 0. I noticed this, and thought it was a bug, but it seems that it is
the intended behavior. I just wanted to make sure this is consistent with
the reconstruction.
