[Halld-offline] funny ordering of planes in the TOF

Hi Richard,
you are correct in your assessment.
We realized that the geometry file was wrong however because all the 
calibrations already done assumed plane 0 to be the vertical plane
and plane 1 to be the horizontal plane we decided to change the geometry 
file rather than all the calibration data in ccdb.
