[Halld-offline] build_scripts now includes gluex_root_analysis as a standard package

Root Analyzers,

I have modified the build_scripts scheme to include gluex_root_analysis 
as a standard package. This means:

  * a tagged version can be built automatically
  * the version can be called out in the version.xml file
  * alternatively, private versions can be called out in the version.xml
    file
  * the package will be built as part of gluex_install (green field build)
  * environment set-up will include definitions of ROOT_ANALYSIS_HOME
    and appropriate directories will be added to PATH and LD_LIBRARY_PATH
  * sim-recon and root versions will be checked for consistency set-up

The current version is 0.0, tagged from the master branch this morning. 
The package has been built on all four platforms at JLab. The new xml 
file is

   https://halldweb.jlab.org/dist/version_2.6.xml

This is now the default at Jlab. Use

   source gluex_env_jlab.csh

or

   source gluex_env_jlab.sh

to get the new environment.
