[Halld-offline] CCDB variations and hdgeant4

Dear Offliners,

Now that we are moving to hdgeant4, the calibrations for simulated data
will likely need to change as we tune the output of hdgeant4 to match the
data.  It would be good to preserve an easy-to-find pointer to the current
hdgeant calibrations, and give the options to have them updated as well.
Therefore, I propose to make a new variation, perhaps called "mc_hdg3", to
support classic hdgeant, and add all new hdgeant4 calibrations to the
standard "mc" variation.

The policy will be that when updating simulation-specific calibrations, if
it is the first time they are updated after this hdgeant-specific variation
is created, the current values should be copied to the hdgeant variation
before updating the "mc" variation.
