[Halld-offline] Build of tagged version of mcsmear development branch, v1.1

On the JLab CUE, I've built the latest tagged version, version 1.1, of 
the mcsmear development branch that Sean Dobbs has been maintaining. The 
code should be identical to the last reconstruction launch on Spring 
2017 data, except for changes to mcsmear. These changes reflect work 
being done to bring the Monte Carlo into agreement with real data. See

To set up your environment to use this version set, do a

   source /group/halld/Software/build_scripts/gluex_env_jlab.csh \
/group/halld/www/halldweb/html/dist/version_recon-2017_01-ver01-batch01-mcsmear-ver1.1.xml 


for tcsh and a

   source /group/halld/Software/build_scripts/gluex_env_jlab.csh \
/group/halld/www/halldweb/html/dist/version_recon-2017_01-ver01-batch01-mcsmear-ver1.1.xml 


for bash.
