[Halld-offline] mcsmear development branch

Hi all,

For those who are working on matching simulations to data, I've created a
branch forked from the sim-recon release used for the processing of the
2017 data with a few other changes pulled in:

recon-2017_01-ver01-batch01-mcsmear

This release should be used when matching against the produced REST data,
to ensure that a consistent version of the reconstruction code is being
used.  Feel free to push updates to mcsmear to this branch.
