[Halld-offline] New release of CCDB: v1.06.04

I tagged a new release of CCDB, v1.06.04, that has Dmitry's recent 
improvements to speed up database access.

The new version has been build on all four platforms at JLab, but at 
this writing is not used by any of the built packages.
