[Halld-offline] preliminary version of the build for hdgeant4

Folks,

The caveats:

1. Must be on CentOS7 at JLab

2. Must use tcsh for the environment set-up.

Then

   source /home/gluex/build_scripts/gluex_env_jlab.csh

does the set-up.
