[Halld-offline] New releases of hdds and sim-recon: hdds-3.9, sim-recon-2.11.0

I had noticed this problem a few days ago when running over files on the
gluons but hadn't pushed my changes to the main branch.  I just created a
pull request that fixed the problem that I encountered - it sounds like it
will be effective here too.
