[Halld-offline] New patch release of sim-recon: 2.11.1 [Re: New releases of hdds and sim-recon: hdds-3.9, sim-recon-2.11.0]

Folks,

Due to discovery/fix of a bug in sim-recon that was exposed when running 
with the new version of JANA, I've released a new sub-minor version of 
sim-recon, version 2.11.1. It is now the default on the JLab CUE (change 
made just now).
