[Halld-offline] version_2.13 now available in gluex container

Dear Colleagues,
The latest release of sim-recon and associated packages has now been built
and loaded into the gluex singularity container on cvmfs. This container is
a standard centos7 build containing all of sim-recon and the required db
files needed to run a simulation or analysis. Scripts in the following repo
demonstrate how to use it.

* coming next: update scripts to support automatic lookup and just-in-time
downloading of random bg events from spring 2017 that get mixed into MC
simulation output, to provide realistic bg conditions at 2017-like
intensities in mc simulations.
