[Halld-offline] version_2.13 now available in gluex container

Folks,

Be aware that I am still fiddling with version_2.13.xml. E. g., right 
now it has root 6.08.06. This probably makes no difference as far as 
results, but as I said, it is something to be aware. It is just not a 
public version set yet and is not the default at JLab.
