[Halld-offline] TAGM energy bounds updated in ccdb

Hello Justin,

As requested, I have updated the scaled_energy_range tables in ccdb for the
TAGM counters. The values that were in there before were only given to 5
significant figures, which led to irregular widths for the TAGM energy bins
coming from this truncation. I have updated this table (both default and mc
variations) for all runs with a new set of constants that agree with the
original set (based on Dan Sober's ray tracing studies) but have been
smoothed by a polynominal fit. Because this table is listed in the form of
multipliers of the endpoint energy, there is only a single set of constants
(so far) for all runs. I use the same values for both default and mc
variations.
