[Halld-offline] major upgrade to FCal geometry description

Hello Matt,
Based on your email from about 6 weeks ago (sorry it took so long) I have
made the following changes to the FCal description in hdds. The addition of
a major amount of material in front of the blocks may or may not produce
observable effects in the efficiency/resolution. Please have a look at the
pull request on github and offer comments or suggestions.

The only thing you highlighted that I did not include is the light cover
over the front of the blocks. I could not find any documentation on what
this was made of or its thickness, but I surmised that it is probably a lot
less than the 0.5" plexiglass sheet, so I just put in the plexi sheet and
left it at that. If tell me how much, I can increase the thickness of the
plexi a bit to account for the material in the front light cover.
