[Halld-offline] major upgrade to FCal geometry description

Richard,

Without visualization it is a little hard to completely double check this.  I don't see any problems, but my ability to read and decipher the XML is limited.  

You say in your commit note that you checked with hdgeant4 visualization.  Do you have the ability to quickly take some screen shots and send to me?  I don't need exact dimensions, but just looking at the ends of the blocks with the steel frames and the cross section view of the unit cell should let us see if there are any obvious problems.  I'll trust you to get all the dimensions correct.
