[Halld-offline] Short database server outage

Folks,

There will be a momentary outage of hallddb.jlab.org, our main offline 
database server, at noon today (Tue.) to update configuration 
parameters. This should restore replication of the RCDB to the 
offsite-facing database server. During this time other systems, the CCDB 
for example, will be offline for a brief period.
