[Halld-offline] New patch release: CCDB 1.06.03

Folks,

I tagged a new version of CCDB to bring the latest release up to the 
latest version on the master branch. Changes are minor. See the release 
page at https://github.com/JeffersonLab/ccdb/releases/tag/v1.06.03 for a 
link to the change.

I am changing the default version at JLab to point to this version at 
midnight tonight. The new version line-up can be seen at

    https://halldweb.jlab.org/dist/version_2.1.xml

for the generic version and

    https://halldweb.jlab.org/dist/version_2.1_jlab.xml

for the JLab-specific version.
