[Halld-offline] AmpTools moved to GitHub

Hi all, 

I've migrated the AmpTools repository to GitHub.  The GitHub site now hosts everything that was previously on the SourceForge page.  Hopefully this will make it easier to develop in the future.  You can find the project page here:
