[Halld-offline] Monitoring Launch: 2016-02 ver12

Dear Colleagues,

The monitoring launch 2016-02 ver12 (10 files per run, runs 11366-11663) 
was completed this morning.

You can find the plots on the webpages. The 'Query' button might be 
required as long as the drop down list is not updated.
