[Halld-offline] New sim-recon release: version 2.18.0

Folks,

It's been a while since the last release; we are due. This one includes 
the extensive upgrade of the Analysis Library from Paul Mattione.

The build at JLab was done with version_2.17.0_jlab.xml. The generic 
version is version_2.17.0.xml . All version files can be found in 
/group/halld/www/halldweb/html/dist and on the web at
