[Halld-offline] sim-recon master branch watch/warning

Hello,

Almost 2 months ago (see logbook entry
https://logbooks.jlab.org/entry/3481622 from August 14, 2017), I added the
new git branch for sim-recon (BCAL-TDC-Regina) that uses the UofR method
(viz., formulas and calibrations) for BCAL TDC time. In addition to
changes in the sim-recon, this branch contains the new plugin
(BCAL_TimeCalibration) that produces the calibration data files required
for ccdb (BCAL/effective_velocities_regina and
BCAL/timewalk_constants_regina).

Did anybody try to use this branch already? If yes, any feedback?
