[Halld-offline] new support in hdgeant for fcal light in light guides

Hello Dave, Sean,

I have added support in hdgeant for generating light in the FCal light
guides. This is probably most relevant for MIPS (pions and muons) but it
may marginally affect the yield seen for high-energy showers as well.

If you dump (hddm-xml) the output from hdgeant with the pending pull
request, you will see a new tag fcalTruthLightGuide that appears as a
captive element inside the existing fcalTruthHit tag. This new addition to
the hddm event structure will not affect any of the functionality of
mcsmear or the reconstruction, or require any of those to be recompiled. In
fact, the additional light will not even be seen by the reconstruction
until new code is written for mcsmear that decodes this new truth
information, applies an appropriate rescale factor and makes sure it is
correctly added to the block energy, with a corresponding adjustment to the
hit time, if needed.

Sean, can you add this to the work list for mcsmear development?

Meanwhile, I am now busy adding the equivalent functionality to hdgeant4.
