[Halld-offline] Monitoring Launch: 2017-01 ver19

Dear Colleagues,

A new offline monitoring run over this spring’s production data (2017-01 
ver19) was completed. This is the baseline test before implementing 
important changes to the reconstruction software that will further 
improve the full REST production 2017-01-ver02, which is planned for 
November.
