[Halld-offline] old, empty volatile directories now being deleted

Folks,

As you know, old files on the volatile disk are deleted to make room for 
new data. Before now however, directories were never deleted, even if 
old and emptied of files due to the normal file deletion scheme. SciComp 
has implemented a new policy (suggested by me) where directories that 
remain empty for more than 100 days will be deleted.

These are highly likely to be directories that no one cares about 
anymore, so I don't expect anyone to notice, but it is a change in the 
behavior of the system and wanted to let you know in case there are 
objections. If so, let me know.
