[Halld-offline] bug fix pull requests to halld_sim and hdgeant4

Dear colleagues,

I believe I have found the origin of the fdc tracking defect in hdgeant4.
In the process I also found and fixed a pretty serious fdc hits package bug
in hdgeant, which made it compute the wrong drift time for about half of
the hits, 15% of which were several sigma off. If you find, in agreement
with my tests, that the glaring defect in hdgeant4 forward track efficiency
is fixed then can someone mark that issue resolved on github? There may be
other differences that you see when you do a comparison that are not
related to this bug but may show up in some of the graphs that were posted
under it. If so, can I ask that you open a NEW issue and post new plots
there, using the updated code, so I can see what is fixed and what remains
to be looked at?
