[Halld-offline] Automated build tests enabled for halld_recon and halld_sim

Dear Offliners,

The automated build tests have been enabled for the new halld_recon and
halld_sim, and build_scripts have been updated to support this.  Please let
me know if you run into trouble.

Adding similar automated builds for any JeffersonLab GitHub repository
containing software supported by the Hall D build_scripts package is fairly
easy, and can be done by request.
