[Halld-offline] old sim-recon builds will be deleted from the group disk

Folks,

I am deleting two tagged builds of sim-recon from the group disk to keep 
us under quota. The tags are:

   offmon-2018_01-ver11

   offmon-2018_01-ver11-mcpatch

All platforms are being backed up and then deleted. These builds date 
back to April. If this causes problems for you then let me know.
