[Halld-offline] New version set: version_recon-2017_01-ver03_1_jlab.xml

Folks,

There is a new version set in the distribution directory: 
version_recon-2017_01-ver03_1_jlab.xml. 
<https://halldweb.jlab.org/dist/version_recon-2017_01-ver03_1_jlab.xml>

Features:

  * A new tag of halld_recon, recon-2017_01-ver03.1, tagged from Sean's
    recon-2017_01-ver03_2018patches branch. This is a start toward a
    version to be used for reconstructing Spring 2018 data. It has
    recent changes from Naomi on CDC dE/dx. It is meant to be close to
    the version used in the current reconstruction launch.
  * A new tag of halld_sim, 3.1.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/3.1.0>. This
    has Richard's latest fixes to FDC hit generation and Sean's fixes to
    the newly-split SBMS system.

This set is being built on all five platforms. The builds on CentOS7 and 
CentOS7-for-singularity are done. The latter should appear on Oasis by 
the morning.
