[Halld-offline] New release of HDGeant4: version 1.9.0

Folks,

I've tagged and built a new version of HDGeant4, 1.9.0 on all five 
platforms. This one has Richard's recent fixes for forward tracking. The 
release notes are here 
<https://github.com/JeffersonLab/HDGeant4/releases/tag/1.9.0>.

The version set using the new version is version_3.2.xml 
<https://halldweb.jlab.org/dist/version_3.2.xml> (without directory 
tags) and version_3.2_jlab.xml 
<https://halldweb.jlab.org/dist/version_3.2_jlab.xml> (with directory tags).

This will become the default version tonight.
