[Halld-offline] deleting old sim-recon releases from the group disk

Folks,

The following releases have been backed up and are now being deleted. 
Let me know if restoration of either is desired:

  * sim-recon-2.24.0 from March 7, 2018
  * sim-recon-2.25.0 from April 11, 2018
