[Halld-offline] 2018 production runs

Hi all,

Thanks to changes in how the RCDB parameters are set, for this running
period we have a new search alias for selecting production runs.  For now,
it is called @is_production2018.  The name will probably be changed after
this run.  Using this search alias should reject most non-production runs
that were slipping in before.

If you update your copy of RCDB, then you can use this search in your
python scripts.  This alias does not currently work on the website, but
hopefully it will be updated soon.
