[Halld-offline] Calibrations for this run

Hi all,

I've set up some starting calibrations for this run. Run-dependent
calibrations haven't been done.  Detector groups can go to town on the data
that's been taken so far.  We'd like to get some preliminary improvements
soon so that we can study the polarization with rho's, etc.

Note that "physics quality" runs won't be set until the hardware settings
converge, but the data taken until then should be good for calibrations and
other studies.
