[Halld-offline] New release of rcdb: v0.02.01

Folks,

This version contains updates to the python directory (and only the 
python directory) that have been committed since 0.02 came out. The 
release notes can be found at

One note: this tag was originally made yesterday, but I had to re-tag 
just now. The latest version of one crucial file (alias.py) had not made 
it into the tag. If you have downloaded this tag since yesterday, you 
should throw that download away and re-download. The tag has been 
corrected on the versions at JLab. Thanks to Elton for pointing out the 
error.
